What does the CATI Law require?

Law 21.495 on Road Safety and Traffic Accidents sets a new standard for traffic enforcement in Chile, making technology the core of violation detection and recording. Its phased rollout opens a critical window for municipalities, traffic agencies and highway concessionaires.

Every event generates a record with image, plate, speed or violation type, timestamp and coordinates — evidence valid for notification and proceedings before the Local Police Court.

Speeding

Integrated 60 GHz radar measures instantaneous speed with ±2 km/h accuracy. Photo capture of the vehicle, plate and speed in a single violation record.

Red light violation

Linked to the traffic signal controller via RS485/dry contact. The system records the crossing while the signal is red, with vehicle image and synchronized timestamp.

Misuse of exclusive lanes

Detects vehicles in bus/metro lanes, emergency lanes or segregated corridors via Specific Lane Management, scheduled or permanent.

Wrong-way driving

Automatic Reverse Driving Detection for travel against the permitted direction. Generates an immediate alert and record with image and plate.

Vehicle without a visible plate

Identifies vehicles circulating without a plate or with a tampered plate (No-plate Vehicle Capture). High-resolution image recorded as evidence.

Flow statistics and classification

Counts by vehicle type (car, motorcycle, truck, bus), average speed and hourly distribution. Data for road planning and compliance assessment.

Enforcement as a service

Visionaria operates over 300 LPR points in the Santiago Metropolitan Region. That installed infrastructure is the foundation for rolling out CATI enforcement without starting from scratch.

No hardware replacement

Upgrade on existing infrastructure

If you already operate LPR cameras under a maintenance contract with Visionaria, we add enforcement capabilities on top of the installed network: firmware updates, integration with traffic signal controllers and activation of violation-detection modules.

Deferred investment

New sites · Concession model

Visionaria finances, installs and operates the equipment. The municipality or public agency receives a fully working system and violation reports with no upfront cost. The recovery model is structured on the processed violation records.

Enforcement platform as a service

Violation records generated by the system feed directly into the municipality's or SEMTT's violation-management platform. Reports, photographic evidence and flow data available via API and web portal.

The CATI module integrates on top of Visionaria's LPR/ANPR platform. Violation records share the same database as SEBV alerts and SITIA events — the operator manages everything from a single console.
