CAD/PSIM PlatformIntegrated citizen protection, at regional scale
We unify an entire territory's security resources — video surveillance, alarms, access control, emergency telephony and more — into a single platform that coordinates operations and shortens response times.
Our view
Seeing is not the same as responding.
A wall of monitors observes, records and deters, but it doesn't decide who acts, how, or leave a trace of what happened. A video surveillance system is not, on its own, a dispatch platform (CAD); and a CAD platform doesn't replace cameras either. They are distinct, complementary pieces.
See
A video surveillance room
Observes, records and deters; provides evidence. But it doesn't coordinate the response or manage the case.
Act
A CAD/PSIM platform
Integrates information, decides and dispatches resources, and leaves a complete trace of every incident.
They aren't the same thing — they reinforce each other.
The right order
Operations first; technology serves it.
That's why we start with operations and case management. Technology comes after — to strengthen it, not replace it.
1
Know how to act
Clear protocols for every type of situation.
2
Coordinate and interact
Agencies operating together, not in silos.
3
Manage every case
Logging, tracking and closing every incident.
4
Add technology
Cameras, sensors and analytics in service of that operation.
The solution
A single platform for the entire region
The platform combines two complementary layers. An integration layer (PSIM) brings distributed security systems — cameras, analytics, alarms, access control and sensors — into a single view, correlates events and delivers situational awareness. An assisted-dispatch layer (CAD) manages the full incident lifecycle: intake, classification, geolocation, resource dispatch and traceability.
Everything is deployed on a hub-and-spoke architecture: a central, regional-scale node concentrates information and coordination, while each municipality operates its own independent local access node. The result is a uniform protection standard across the whole territory, without duplicating investments.
Architecture · Hub-and-Spoke
Intake · Classification · Geolocation · Dispatch · Traceability
Unified situational awareness · event correlation
Cameras · Analytics · Alarms · GPS · Access control · App · Telephony
Each municipality has its own independent municipal access point with operational autonomy within the regional network.
Capabilities
What the platform does
Core capabilities that operate in a coordinated way within a single console.
Assisted dispatch (CAD)
Intake, classification, geolocation, resource dispatch and complete traceability of every incident, in a single operational console.
PSIM integration
A single view of cameras, alarms, access control and sensors, with event correlation and real-time situational awareness.
Video surveillance and analytics
Live monitoring with video analytics that detects and prioritizes relevant events for the operator.
License plate recognition (LPR)
Automatic plate reading (ALPR/LPR) for vehicle control, alerts and investigative support.
Citizen app
Panic button and reporting for the community, available on mobile app stores and connected to the control center.
Community alarm network
Neighborhood alarms integrated with the center, with activation and coordinated response by the operator.
Emergency telephony
Unified management of emergency calls within the same incident workflow.
Drone as first responder
Agile aerial dispatch to an event, for reconnaissance and situational awareness before ground resources arrive.
GPS and tracking
Real-time position of resources and units on the regional map for optimal assignment.
Municipal access points
Each municipality operates its own node with autonomy, within a collaborative, interoperable regional network.
Integration
Technologies that integrate
The platform incorporates and correlates a broad ecosystem of security and smart-city technologies.
Traceability and accountability
Management you can measure and audit
In public administration, what can't be measured can't be improved — or accounted for. Every incident is logged from start to finish.
Response times
Detection, dispatch and resolution measured for every incident, to identify bottlenecks and improve.
Case traceability
A complete, auditable timeline for every event: who received it, how it was classified and what resources were dispatched.
Operational performance
Volume and type of incidents by municipality, zone, shift and operator, with trends over time.
Protocol compliance
Verification that every situation was handled according to the defined protocol, with alerts on deviations.
Reports and dashboards
Live dashboards and periodic reports for the authority and the municipality, ready for accountability.
Evidence and audit
Complete records and associated evidence, available for audits, investigations and decision-making.
Impact
What the territory gains
A uniform regional standard
All municipalities operate on the same platform and the same protocols, with an equivalent security experience across the whole territory.
Faster response
Event correlation and assisted dispatch shorten detection and reaction times for every incident.
Optimized public resources
Shared infrastructure avoids duplicating municipal investments and captures economies of scale.
Scalable and future-proof
The architecture grows in modules and adds new technologies — video AI, drones, IoT — as the territory needs them.
Who it's for
Built for the public sector
Regional governments
A uniform citizen-protection standard for every municipality in the region.
Municipalities
Your own node with operational autonomy, integrated into the regional network.
Public safety agencies
Coordination between agencies and complete incident traceability.
Financing
From idea to budget
Many security initiatives stall for one reason: it's unclear which funding line covers them. We help you identify the right budget line and formulate the project so it qualifies.
FNDR
National Regional Development Fund: the main investment vehicle for Regional Governments, well suited to region-wide projects.
Public safety
Resources aimed at crime prevention and citizen security, such as the National Public Safety Fund and regional security grants.
FRIL / PMU
For smaller-scale or improvement components: the Regional Local Initiative Fund and the Urban Improvement Program.
Agreements and sector funding
Programming agreements between the Regional Government and sector agencies, plus complementary municipal contributions.
The applicable instrument depends on the nature, scale and ownership of each initiative, and must be validated with the Regional Government and DIPRES. Visionaria assists with identification and formulation; it does not replace the authority's evaluation.
